아시아지역NGO, 국회와 정부에 최저생계보장 요구 연대성명 발표

빈민의 생존권 보장을 위해 예산을 확충하고 제도개선에 힘쓸 것
Asian Human Rights Commission 등 아시아지역 11개 NGO들이 한국의 의회와 정부가 국민의 최저생계를 보장하기 위해 예산을 확충하고 제도개선을 위해 힘쓸 것을 촉구하는 공동성명을 발표했다.
아시아 지역의 빈곤퇴치와 인권, 사회보장에 관심을 가지고 있는 홍콩, 파키스탄, 대만, 인도, 일본, 인도네시아, 필리핀 등 7개 나라 11개 NGO들은 한국에서 진행되는 빈민들의 최저생활보장과 복지기본권 확보를 위한 노동시민사회단체에서 벌이고 있는 공동캠페인에 깊은 관심을 표명하며, 이를 위한 제도개선과 사회복지예산 확보를 지지하며 연대의 메시지를 전해왔다.
이들 NGO 단체는 빈곤과 인권, 사회보장의 문제는 한 나라만에 국한된 사안이 아니며, 이를 지지하는 국제 단체들과 함께 연대해 나가야 함을 피력하며 연대의 뜻을 밝혔다. 이들은 한국정부와 국회가 국민기초생활보장법의 제정을 통해 빈민들의 생존권 보장을 국민의 권리로 인정한 것에 대하여 긍정적으로 평가하면서도 아직도 해결되지 못한 빈민들의 생존권 보장을 위한 더욱 많은 노력과 성의를 보여줄 것을 요구했다.
다음은 이들 단체들이 발표한 연대성명 전문이다.
한국 빈민들의 생존권은 보장되야 합니다.
우리는 한국정부와 의회가 빈민들의 최저생계보장을 권리로 인정하고 법을 통해 이들의 최소한의 생존권을 보장하고 있는 것을 긍정적으로 평가하고 있습니다. 또한 한국의 의회가 법을 제정하도록 했고 정부를 감시하는 NGO들의 활동과 주장에 적극적인 연대의사를 표명합니다.
우리는 아시아 지역의 빈곤문제와 인권의 문제, 사회보장의 문제에 깊은 관심을 갖고 있습니다. 빈민들의 최소한의 삶을 보장하고 그들의 인권을 보장하는 것은 전 인류가 함께 연대하여 해결해 나가야 될 과제라고 생각합니다.
빈민들이 사회의 성원으로서 소외감이나 상대적 박탈감을 느끼지 않고 인간다운 삶을 영위할 수 있도록 최소한의 소득보장뿐 아니라 건강, 주거, 교육 등의 영역에서 포괄적으로 보장되야 한다고 생각합니다.
우리는 빈민들의 최저생계보장과 기본권 확보를 위한 공공예산이 확보되어야 하고 이를 위한 의회의 결단을 촉구합니다.
한국에서 빈민들의 최저생계를 보장하는 국민기초생활보장법이 만들어졌지만 아직도 많은 사람들이 혜택을 받지 못하고 있습니다. 그리고 이들의 다양한 사회·문화적 권리가 충분히 확보되지 못하고 있다는 것은 안타까운 현실입니다.
한국정부는 더 많은 빈민들이 공공제도의 틀 안에서 생계를 보장받을 수 있도록 노력해 줄 것을 촉구하는 바입니다. 또한 이들을 지원할 수 있는 적절한 지원체계와 제도를 만들어 시행할 것을 촉구합니다.
한국정부와 의회가 빈곤문제를 사회문제로 그리고 인권의 문제로 인식하고 책임감 있는 자세로 임해줄 것을 촉구합니다.

Joint Statement
Security of Basic Rights of the Poor
We evaluate highly the role of the Korean Government and National Assembly in acknowledging minimum standard security as a basic right for the poor, and guaranteeing by law their basic right to live. We stand in solidarity with the activities and persistent opinions of NGOs that have pressed the National Assembly to legislate the National Minimum Living Standard Security Act and continually monitor government activities.
We are very concerned with the problems of poverty, human rights and social security issues in Asia. Securing the minimum standard of living and human rights for the poor is a task that the entire human race must solve together.
For the poor to be able to lead meaningful lives as members of society and for them not to feel neglected or relatively deprived, social security needs to be able to encompass other areas, such as health, housing, and education in addition to covering minimal living expenses.
We affirm the need to allocate a portion of the national budget to guarantee the minimum living standard and basic rights of the poor and urge the National Assembly to adopt a resolution to this end.
Although the National Minimum Living Standard Security Act had been legislated in Korea to secure the minimum living condition of the poor, many who deserve support are still not able to benefit from the newly enacted law. It is unfortunate that the social and cultural rights of the poor are not adequately provided for.
We urge the Korean Government to work harder to secure the living standards of a larger number of the poor within the structure of the public system. We also urge it to provide the appropriate support systems and programs to allow the realization of these efforts.
We urge the Korean Government and National Assembly to recognize the problems of poverty as the social and human rights issue that it is, and that they commit to responsibly addressing and resolving these issues.
